Smart Grid Phase I (Sub-consultancy)

Project Details

  • The project, Modernization of Power Distribution – Smart Grid Phase I concerns investments in the 33kV and 11kV distribution systems of WZPDCL. For WZPDCL the measures include the renovation or upgrading of existing 33/11kV substations for connection to the distribution SCADA system, the renovation of 33kV distribution lines, the introduction of a Distribution Control Centre organization including SCADA System as well as pertaining consulting services. The consulting services for the feasibility studies have been launched beginning of October 2018 for WZPDCL. KfW financing foresees a loan of EUR 120.0 million and a grant of EUR 2.2 million. 
  • This project consists of the following components:
  • Renovation of 22 33/11 kV substations;
  • Rehabilitation of about 500 km of 33 kV distribution lines;
  • Installation of a central SCADA system for operation of WZPDCL distribution systems which comprises central SCADA system and substation equipment for control and operation of 100 existing and future 33/11 kV substations as well as construction of a DCC building and related communication infrastructure;
  • New installation of about 100 nos. of 11 kV capacitor banks for power factor improvement and reduction of line losses; and
  • Installation of about 1650 nos. 3-phase meters with SCADA interfaces for energy and loss monitoring.

The overall impacts of the Project on the environment and the socio-economic situation of the targeted communities will be positive and beneficial. However, individual interventions under the Project may have (mainly limited) adverse impacts on the environment and local communities. The overall objective of the assignment is the provision of guidance for the management of environmental and social risks and impacts of the Project in line with national legal requirements and with the international environmental and social safeguard standards (WB Environmental and Social Safeguard Standards, WB Group’s EHS Guidelines including: General EHS Guidelines, EHS Guidelines on Power Transmission and Distribution, For labor and working conditions: IFC PS2 and ILO Core Labor Standards).
